With the development of human society, water resource has seen agricultural civilization, industrial civilization and ecological civilization. Water is not only a drive for the emerging of agricultural civilization, but also the lifeblood of agricultural civilization development too. Water was the theme of the history of the long agricultural society. Water was also important for the growth of industrial civilization. The application of hydropower is the forerunner of industrial revolution in modern times. The dual function of water resource in industrial civilization makes mankind introspect their own living environment, pay close attention to the harmony between man and water, and build a new kind of civilization——ecological civilization.
