根据索赔的分类、提出的依据、索赔费用的计算及编写索赔报告的注意事项等着重对承包商与索赔和监理工程师与索赔进行阐述。旨在工程的实施过程中 ,对可能引起的索赔进行预测 ,以避免索赔的发生 ,如索赔发生可及时合理地处理索赔使工程造价趋于合理。

Lays based on the respects of classification of the claims,basis for claims,calculation of charges and precautions for preparation of claim report,etc.,stress on contractor and claims as well as supervising engineer and claims.It aims at predetermining the possibility of claim arising during the project so as to prevent the occurrence of the claim,and settling the claim,if any,timely and properly so as to lead a rational project cost.
