个人偏好与公共利益的形成——兼论阿罗不可能定理

Individual Need and Forming of Public Interests——Commenting on K.Arrow′S Theory

认为阿罗定理得出公共利益不可能存在的结论是不可取的,但是这一定理却从反面提出公共利益形成的机制问题。文章在将公共利益解释为人们之间相互关系中存在和突现出来的整体利益的基础上,论述了公共利益的形成及其三种类型:集结性公共利益、互惠交换性公共利益和补偿协调性公共利益。

It′s groundless that K.Arrow′s theory believes that public interests can not exist.But the theory raises the problem on the forming mechanism of public interests.The paper believes that public interests is total interests which are stressed among people′s interaction, and discusses forming and three types of public interests:collective public interests;public interests in mutually beneficial exchange; compensative and coordination public interests.
