摘要
高校拥有办学自主权,依法自主办学是高等教育发展规律的客观要求,也是高校主动适应经济和社会发展的重要条件。现今高校办学自主权受到政府职能的重要影响而不能真正落实。为了保证高校拥有面向社会依法自主办学、依法治校、实行民主管理的权利,政府应该转变职能,改革对高等教育管理的内容、方式和手段。
Colleges and universities have the right to handle their own affairs.It is the objective demand for the colleges and universities to run a school independently according to law.It is also an important condition for colleges and universities to meet the demand of economic and social development.However,now,colleges and universities are greatly influenced by the government.In order to ensure the independent right of colleges and universities,the government should reform and change its function towards colleges and universities.
