摘要 国外多种评估机构运作模式的形成都有其独特的历史原因和民族文化背景,与我国现阶段的客观实际不相符;要建立客观公正、科学有效的中介性教育评估机构,必须处理好评估机构与政府、高校、社会公众以及与同类评估机构之间的关系;具有独立法人资格的“民办官助”式的评估机构,是一种可供尝试的适合我国国情的中介性评估机构模式。 There are many patterns of operation in terms of such evaluation institution abroad, and those foreign institutions were established due to their unique historical reasons and in their unique contexts of national cultures .And they are not in keeping with the objective reality of the present stage in China. To set up truly objective, fair, scientific and effective higher education′ s evaluation institutions of an intermediary nature, it is imperative to straighten out the relations between these institutions, universities and collages, social public and institutions of the similar type. The evaluation institutions with the qualifications of legal persons, run by individual citizens and supported by the government can serve as a testable pattern of intermediary- nature evaluation institutions conforming to China′ s reality.
