Starting from 1967 Saito sent his envoy to negotiate with Nixon's envoy Kissinger concerning the returning of Okinawa and the nuclear weapons in Japan.It has confirmed through analysis from U.S. desecreted documents that there is secret agreement between U.S.-Japan on nuclear weapons. Through interpreting these documents, it explins the process of policy-making between the two sides including U.S. and Japan.It also shows that U.S.-Japan secret agreement exerts concrete and negative influence for our national security.
