新中国建立50余年,人口问题发生了巨大变化。50余年来,新中国人口发展大体经历了"无计划"和"有计划"两大阶段,说明中华民族在解决自身人口发展这一重大课题上,同样经历了由被动向主动转变的重要过程,说明对这一课题的认识已经达到了成熟阶段。尤其改革开放以后,中国的政治、经济、文化教育、卫生及社会环境所发生的翻天覆地变化的事实证明,人口有计划发展是国富民强的根本战略。

New China was founded more than 50 years ago. Great changes have taken place. The development of population has experienced 'without plan' and 'planned' stages. It shows that the chinese nation has experienced the important process from passive way to active way in the important issue of solving the development of population. The awareness has become mature.
