人的全面发展是公共管理的最高价值追求,公共管理活动通过管理的民主化、正义性及公民的广泛参与来表现这一最高价值追求。确立公共管理的最高价值追求就是实现人的全面发展,具有很强的时代意义,首先有利于在公共管理过程中区别经济发展与人的全面发展的关系;其次有利于在公共管理的全球化中实现人的全面发展,也有利于实现公共管理的治道变革。在公共管理过程中实现人的全面发展的途径,主要包括公共管理的民主化、责任化、正义化、参与化和伦理化等方式。
