促进河南农民增收的现实选择

The Practical Ways to Increase Henan peasants Income

农民收入作为“三农”问题的核心,事关大局。而资源禀赋和体制束缚,是制约河南省农民收入增长的主要矛盾。鉴于此,结合河南省的实际情况,在近期内要增加农民收入,应实施农村大开发战略:把劳务转移作为河南省农民增收的一大亮点;拓宽农产品加工生产的产业链;在部分地区全免农业税收;有条件地推进土地使用权合理流转;在部分地区试行社会保障制度试点。

Peasants income plays the most important role in the overall situation. Among the 'Three Nong'(countryside, agriculture, peasants) problems, it is also the vital one that should be solved urgently. But according to some data, the future for Henan peasants is not so bright because of the situation of the local resource and the chain of some institution. The local peasants' income is being restricted strongly by these factors. Combined with Henan local situation, the author offers the following suggestion: the local government should advocate the labor transfer; the countryside industrial chains should be widened; the reform steps of the countryside government should be speeded up; in some special area, the agriculture tax should be exempted; the land access could be changed in some special situation; insurance institution could be set up in some area as the experimental places.
