摘要
现阶段我国政府的管理行政行为模式存在着诸多弊端,在新一轮开放的背景下,变革是大势所趋,走向服务行政是变革的应取路向。实现这一变革的关键是要转向以社会、企业、公民为本位的服务,将竞争机制引入到公共服务中去,并确立以服务对象的满意程度为核心的政府绩效评估标准。
In present stage, the model of Chinese government's behaviors, management-administration, exists many defects. Under the background of entering WTO, it must be changed. To realize this, the key is that we should form the service that take society, enterprises, citizens as the principle, lead the competitive mechanism into the public service, establish the satisfied degree of the service object as the core of standards of government performance evaluation.
