试论如何解决公民参与政府决策的困境

On the way to resolve the predicament of uneasy participation of the ordinary citizen in the governmental policy making

公民参与政府决策有常态参与和非常态参与。公民的参与有种种限制,而且作为分散的个体其影响也往往是微不足道的,但通过强大的组织力量来间接参与政府决策,将会产生很大影响。

The participation of an ordinary citizen in the governmental policy making can be broken into the frequent participation and the infrequent participation. There is much restriction to the farmers' participation, and their influence as each individual is in fact weak. However, an indirect participation by them through a strong force of organization will bring forth a great impact on this thing.
