The basic frame, analytical method and implementing process of EC-CALS and the method of establishment of EC-CALS are discussed in detail. The purpose of establishing EC-CALS is to realize information standardization and electrification at every stage of engineering cost management,create convenient and sharing electronic environments, reduce the project expenses and raise management effect and level. The implementation of EC-CALS is illustrated by a typical case.
