Institutionalized Security Cooperation and the Self-restraint of Power

本文探讨的是传统安全领域国家间制度合作的形成与大国权力自我约束的关系问题。安全制度的建立与维持是两个不同的问题 ,其影响因素也各不相同。一般地说 ,安全制度能够有效地促进国家间的合作 ,但安全制度的建立较之其他领域来说相对困难。在安全领域 ,制度建立与大国的权力自我约束之间有重要关联。而权力自我约束主要受力量和观念结构因素的影响。

This essay attempts to explore the relationship in the traditional security field between the formation of inter-state institutional cooperation and the power self-restraint. The establishment and the maintenance of the security institution are two different questions, influenced by different factors. Generally speaking, the security institution can effectively promote cooperation among states, whereas its establishment is relatively difficult as compared with institutions in other fields. In the security field, the establishment of the security institution has an important relation with the major countries' self-restraint of power, which is mainly influenced by the power and ideological structures.
