运用财政贴息机制促进西部大开发

Use Financial Pay Interest Mechanism to Promote the Development of West Region

西部开发是多层次、多角度的综合开发 ,必须投入巨额资金。而国家财力不足 ,完全靠财政直接投资来完成西部开发是很困难的。运用财政贴息机制 ,引导社会资金投到西部 ,促进西部大开发是可行的 ,也是必要的。

The development of the West Region is multi-level and multi-angle, thus huge fund must be invested. Due to insufficiency of the national financial resources, to develop the west region only by direct financial investments is very difficult. Therefore, to use the financial pay interest mechanism to guides social funds to western region to promote development of the west region is not only feasible but also essential.
