WTO框架下我国普惠制利用的问题及对策

Problems in Utilizing GSP of China and It's Countermeasures

改革开放以来,我国在普惠制利用方面取得了很大的成绩,为我国扩大出口,引进外资、技术,产业结构升级和经济的持续发展作出了积极的贡献。但同时,我国在用好、用足普惠制上还存在许多问题和不足。我国正式加入WTO,这为利用普惠制带来了新的机遇,政府和企业更应重视对普惠制的研究,以寻求更为有效的利用方案和更为广阔的利用空间。

Since the reform and opening-up policy have been carried out in China, a remarkable achievement has been made in utilizing GSP(General System of Preference), which made a great contribution to China's expanding export, introducing foreign investment and technology, updating product mix and sustained development of economy. But at the same time, we are facing many problems in making the most of GSP. As China's entry into the WTO brings us a new opportunity, we should attach more importance to the study of GSP so as to find a more effective way to utilize it. 
