浙江非公有制经济的发展促使了社会结构和经济结构的深刻变化 ,并给浙江省地方经济的发展注入了巨大的活力。本文在调研基础上总结了浙江非公有制经济发展的经验和做法 ,特别是从制度创新的角度分析了地方政府与市场的互动关系以及市场集聚和产业簇群发展中政府政策的作用 。

The Development of Non-Public Sectors in Zhejiang Province not only injects great initiatives and creativities to local economic development but also promotes a deep-leveled transition of social and economic structure. The paper sums up the experiences of and methods adopted in the Development of Non-Public Sectors in Zhejiang Province on the basis of investigation and research and analyzes the interdynamic relation of local government and market from the angel of institutional innovation, the active influence of local policy innovation on local market concentration and clusters development, and the influence of interdynamic relation of local government and market on policy innovation. After analyzing the experiences in the Development of Non-Public Sectors in Zhejiang Province, the author puts forwards some relevant policy suggestions.
