对我国公用企业的垄断行为及其特点、弊端进行了初步的探讨并在此基础上提出了规制公用企业的垄断行为应该从立法层面、民事诉讼、信息公开制度、企业改制等方面进行完善的具体建议。

This article makes a preliminary analysis of the acts and characteristics of utility enterprises monopolization in our nation.And furthermore,in order to regulate their monopolistic acts,it gives creative advices that we should complete our present laws in law making,civil litigation,display of information,enterprise reform and so on.
