阐述了网上城市信息化应用示范工程中管理控制平台所实现的一种集中式监控协 调、分布式管理实施的信息化系统模型，以便使管理控制平台与业务系统的运作有机地结合 在一起，从而建立起一条畅通无阻的内部沟通渠道。该系统具有自定义业务流的流程、角色 和规则以及灵活扩展的能力，还具有完整的系统安全性保障等突出特点。

This paper presents the model of management console based on centr al console and distributed management information system in e-city information d emonstrate project. By the management console, the operation system can combine well with each other, and will build smooth inside communication channel. This system has ability of user-defined operation flow, role , rule and integrity sys tem security ensure.
