中国电信服务业政府管制的法律思考

The Jural Thinking on the Governmental Administration of Chinas Telecom Service Industry

加入"WTO"给中国的电信服务业带来了新的挑战,我们应当突破以往行政管制的传统思维模式,针对电信服务业的现状,参照世界贸易组织所制定的《基础电信协议》的规则,扩大政府管制的竞争机制,探寻放松管制与改善管制相结合的法律对策。

Joining 'WTO'will bring new challenge to the telecom service industry of China.So we must breakthrough the traditional thinking pattern of the administrational management in light of the existing state of the telecom service industry,consult the rules of 'Basic Telecom Agreement'worked out by 'WTO',enlarge the competition function of the governmental management,try to find out legal countermeasures of combining the relaxing management and the improving management.
