摘要
SARS在表现形式上是猝不及防的重大灾害,实质上是国人对疫病等灾害缺乏必要的准备。反思SARS,应当构建在正常运作中能够应对公共危机的社会机制,从对灾害的回应转为对灾害的风险管理,并把这种风险管理整合到政府和社会的日常管理中,在危机时刻稳定社会经济秩序并整合社会资源,科学应对并有效化解风险。
SARS has turned up countrymen's absence of preparative defense in disguise of subitaneous plague. We fellow countrymen get reflection on SARS that we should establish working social mechanism against public crises, turn answering disaster into disaster's risk management in daily management of government and society, stabilize social order and mobilize social resources in crises to effectively disentangle social risks.
