在党员标准问题上 ,中国共产党始终把承认党纲和党章作为发展党员的首要条件和原则 ,坚持“思想上入党”要求 ,并根据党历史任务和地位的变化 ,不断修改补充和完善党的章程和纲领 ,体现了一贯性、与时俱进以及先进性与阶级性、群众性辩证统一的特征。

The admission of new Party members is an important link in organizational construction. On one hand, the principle to admit a new Party member is that he or she should accept the Party program and constitution. On the other hand, different criteria are set for different periods according to the Party's historical tasks and position.Thus, the criteria for the new Party members are both consistent and developing and take the quality of both the proletariat and the mass into consideration.
