关于防洪新理念的几点思考

Consideration on New Concept of Flood Control

21世纪河北省防洪减灾工作面临着艰巨的任务,必须进行战略性调整,树立新的防洪理念。包括:辩证地看待洪水,治水策略;从“根治”转入“风险管理”;单纯防洪工程建设向全社会防洪安全保障体系转移等方面。在此基础上,对近期防洪安全保障体系建设方略的有关问题提出了建议。

The flood control and calamity reducing in Hebei are facing new huge arduous tasks in the new century, and must be adjusted strategically. New concept of flood control should be set up, including looking on flood dialectically, and shifting the policy from 'effecting radical cure of flood' to 'risk management of flood , as well as moving from sole engineering construction of flood control to the construction of a whole social security flood control system. Based on the thinking above, suggestions on the construction of short-term flood control security system are presented.
