该文提出在资源紧约束条件下 ,要将以医疗为目标的农村卫生模式较变为以预防和健康管理为目标的农村社区卫生服务模式 ,一要进行农村卫生服务体系改革 。

Under the prerequisite of limitation of rural health resource, it is needed transfer the objective from medical services into prevention and health promotion for the purpose establishment rural community health services model. One of it is reforming rural health services system, and the other is establishing systematic public support.
