关于城市卫生资源配置与利用问题的思考

Speculations on allocation and utilization of urban health resources

该文在客观分析山东省城市卫生资源配置与利用现状的基础上，针对存在的问题，提出了对策措施，总体思路是：以改革卫生管理体制，实现卫生全行业管理为着力点，通过实施区域卫生规划，发展社区卫生服务，完善内部运行机制，强化经济调控手段等措施，增强宏观调控能力，激发微观运行活力，使城市卫生资源配置与利用逐步纳入规范、科学、高效管理的轨道。

This paper analyzed the current situation of allocation and uhlization of urban health resoarees in Shandong province,then put forward the counermeasures aiming at ekisting problems. Ceneral ideaS are to bring the allocation and utilization of urban health resources into the orbit of regulated, scientific and high-efficiency by strengthening the capacity of macro control and motivating the dynamic of micro operation. The main measares are to focus on changing the system of health administration and carrying out entire health industry administration: implementing regional health planning,developing community health care,consummating the interior operation mechanism,and strengthening the economic adjustment and control.
