农村卫生改革与发展中的若干问题与对策

Problems on health reform and development in rural China and Suggested policies

该文就中国农村卫生改革与发展中卫生服务的供给规模，服务的效率、对医疗和预防保健的投入、卫生人员的素质、医疗设备、医疗服务费用和合作医疗制度等方面的问题进行了分析，提出了精简机构增强卫生服务功能、控制规模、加强人员培训、提高服务质量、增加对预防保健服务的投入和建立合作医疗可持续发展机制的政策性建议。

This paper analyzed the problem on health reform and development in rural China. The problems included the scale of supply in health service,quality of health manpower,medical equipment,expenditure of halth service,and the problems of coopera tive medical system(CMS). Policies suggested were:(1) simplify the structure and strengthen its function,(2) control the scale of sup ply in health service,(3) train the health manpoewer and improve the quality of services,(4)increase input on preventive and health care services,and (5)set up the mechanism of sustainable development of CMS.
