摘要
报道北京军区第 2 5 4医院进行的专业技术资格考评制和专业技术职务任命制 (简称“双轨制”)试点工作。结果表明 :它符合“尊重知识、尊重人才”的方针 ;符合加强部队质量建设的客观需要 ,有利于缓解编制高级专业技术岗位有限与符合晋升条件的人数较多的矛盾 ;有利于储备高级专业技术人才 ,使党委根据工作需要更好地选贤任能。
Hospital No.254 made experiments in which the system of technical professional qualification testing and the system of technical professional title appointing were made in Beijing military region. The result reveals that it accords with the policy of “admire knowledge and admire talent” and also accords with the needs of enhancing military quality construction. It is helpful to solve the problem that there are limited positions for senior technical professionals, too many people to apply for those positions. It is also a good way to keep technical talents so that leaders could choose from among them.
