技术职务评定要能调动科技干部的积极性 ,应在技术职务改革中 ,挖掘“一职两用”的潜能 ,实现“职务可上可下” ,并需要成系列的管理标准。
Appointing technical titles should promote the initiative of professionals. The potential of “one position for two uses ” should be exploited. An administration criteria for realizing this should be set up.
