摘要
从电信计费的原理出发,指出了当前电信计费存在的问题,话费核算只能采取“跳表计次法”,不能实现准实时计费。市话详单计费是大势所趋,对其必要性进行了分析。并从通信话务量的分布、技术的成熟度、经济效益方面解析了可行性。给出了实行市话详单计费的基本策略和基于市话详单的本地网计费架构,可以提高运营商的客户服务水平和运营效率,优化其网络结构,将对固定网竞争支撑发挥重要作用。
To focuse on the billing problems. The billing is based on pulse metering, it is difficult to provide pre-real time billing. The feasibility of billing based on call detail records (CDR) is analyzed from distribution of traffic, technology maturation and economic results. To provide policy and billing framework of local network based CDR. It benefits to improve service level, operation efficiency and network structure.
