利益与正义的结合促成了联合国安理会否决权的产生。但在协调利益与正义的问题上,否决权的具体操作存在着许多缺陷。面对利益与正义的选择,各国往往会将利益放在正义之前。面对否决权制度存在的问题,利益与正义的结合终将促进否决权制度走上平等开放的道路。

The integration of interest and justice helped to bring about the voting procedure of the UN Security Council.Then there are a lot of defects in the exercise of the veto power. In the face of interest or justice, each country always chooses the former.This paper concludes that the integration of interest and justice will make the veto power open to every member country equally.
