我国公共产品私人供给的有效性分析

Effective Analysis of the Private supply for the Public Goods in China

社会产品和服务分为公共产品和私人产品,公共产品满足社会公共需要,私人产品满足私人个别需要。传统理论认为公共产品是不能通过市场有效提供的,或者说市场在提供公共产品上是失灵的,但随着社会技术的发展和制度的创新与完善,越来越多的私人投资涉及公共产品领域。本文试图从理论上和实践上给出公共产品私人供给的必要性和可能性,并分析了我国公共产品私人供给的现实性。

Social products and service can be divided into public products and private products,public products satisfy public need,private products satisfy private need,the traditional theory does not think the public products can't be offered effectively through the market,or the market does not work in offering the public products,but with the development of technology,innovation and perfection of the social system,more and more private investment involves the public products fields.Here we attemt to give and offer necessity and possibility that the public products can be supplied by private one from the theory and practice,with the analysis of the reality that the public products individual of our country supplies.
