摘要
无船承运人具有承运人的法律地位,并继续享有海上货物留置权,但其签发的提单有别于一般的海运提单。为此,有必要协调不同法规、部门之间对无船承运人的法律监管,以完善无船承运人管理制度。
The NVOCC (None Vessel Operating Common Carriers) has a legal position of the carrier and enjoys a lien upon the marine cargo, but the bill of lading issued by the NVOCC is something different from the normal bill of lading. Therefore, it is necessary to supervise and control the carrier legally by coordinating different laws and different departments in order to perfect the management system.
