从我国金融环境的实际出发,借鉴发达国家为中小企业提供融资方面的经验,为我国中小企业的发展提供较为宽松的资金环境,其中比较可行的办法有:建立良好的银企关系、建立完善我国中小企业信用资质评定体系、促进中小金融机构的建立、对中小企业开展金融租赁业务和利用外资解决中小企业资金短缺的问题。

It′s necessary to start out from Chinese present financial environment, draw lessons from the developed countries in the aspects of providing capital circulation for middle and small enterprises, and give a free capital environment for the development of Chinese middle and small enterprises. The following ways are more feasible to deal with the problems of capital shortage of middle and small enterprises:to establish better relationship between banks and enterprises, establish and perfect the evaluating system of credit qualification, promote the establishment of middle and small financial organizations,supply renting business of capital circulation and make use of foreign capital.
