贯彻“三个代表”重要思想 ,本质在坚持执政为民。党要更好地代表最广大人民群众的根本利益 ,从政治学的角度看 ,关键的和根本的途径就是要实行民主政治。加强对权力的制约和监督是发展社会主义民主政治的重要组成部分。通过建立民主、高效、科学、廉洁的权力运行机制 ,完善权力监督体系 ,加强对决策和执行环节、领导干部特别是“一把手”的监督来实现对权力的监督和制约 ,保证把人民赋予的权力真正用来为人民谋利益。

The key to carrying out the important thought of “Three Represents” is to run the country on behalf of the people. In the political point of view,the effective way for the CPC to represent the basic profit of the people is to enforce democratic politics, an important part of which is the restriction and supervision on the power. In order to guarantee the power given by the people being used to serve the people,the CPC should establish a democratic, effective, scientific and honest operating mechanism, and to improve the restriction system by strengthening the supervision on the procedure of making and carrying out decision.
