改革中弱势群体的政策支持

Give Policy Support to the Disadvantaged Groups in the Reform

进入20世纪90年代以来,我国的弱势群体问题表现得十分突出,而且弱势群体在进一步弱势化。近些年来,我国的社会政策在支持弱势群体方面起到了一定作用。总的说来,当前我国的社会政策呈现出不平衡、补偿性、配套性、政治动员、行政工序化和应急性的特点,没有形成整合的社会保障制度和社会政策体系,影响了社会政策的效果。基于此,本文讨论了改进社会政策的方向,以对弱势群体给予更有效的支持。

The last decade of the 20th century witnessed a conspicuous problem of the disadvantaged groups and their further weakened situation in China. Recently, the social policy of our country has being played a positive role in supporting the disadvantaged groups to a certain degree. Generally speaking, the social policy in present China is characterized by its being a complete set and by its being imbalanced, compensative, politically motivated, administratively procedural and emergencymeeting. It has not yet formed an integrated social security system and social policy system, which impairs the effect of social policy. Considering this, the paper explores the directions of social policy improvement in order to give a more effective support to the disadvantaged groups. 
