都市圈形成演化的背景分析——以中原地区为例

A Background Analysis of Urbanling Circles' Formation and development

随着世界城市化进程的加速发展,都市圈在各国经济中日益发挥着龙头、枢纽和增长极的作用。根据中国区域发展不平衡的实际情况,建立都市圈应是中国城市化最有效率和效益的模式。中原地区由于其深厚的历史文化积淀、优越的地理位置、便利的交通通讯条件和丰富的自然资源等,具备建立中原大都市圈的适宜条件。针对中原都市圈的发展现状和存在的问题,目前应当采取多种对策,优化中原都市圈的空间结构和城镇体系结构,通过政府规划引导和市场化运作相结合,协调城市间的职能分工,加强综合环境建设,并借鉴国外先进经验,尝试建立专门的都市圈一体化行政组织来强化区域协调管理。

With the increasing development of urbanization in the world, urbanizing circles are playing a key role in each nation's economy. Based on the unbalanced development,to set up urbanizing circles is the most efficient way to speed up the process in China. The central plains has advantages to do it with long history,good geographical position,convinent transportation and communications, and rich resources. Directing against the current situation and existing problems, the first thing is to take various counter-measures to better the space structures and the city system,by means of combining government's guide and market's operation, coordinating the functions between cities .strengthening comprehensive environmental constructions, and borrowing the advanced experience from other countries,to set up some special administrative departments to enhance the management of urbanization between different areas in China.
