中国的经济特区要办下去,将有赖于特区授权立法提供的空间。时至今日,特区很大程度要靠自身依据既有的条件进行“现场革命式”的突破,靠形成一种由微观推动宏观的实践效应使特区得以持续发展,而特区最重要的条件就是授权立法条件。但特区对自己未来的功能定位以及所采取的创新行为,则又决定着立法的方向和内容,决定着特区授权立法的命运。

If the Special Economic Zones remain, they need the spaces allowedby law. Now, they more rely on the breakthrough according to their ownparticular needs and a bottom up push for the reforms at the top so thatthe SEZ can continue on a sustainable basis. This in turn needs thelegislative support. However the orientation of the SEZ themselves andthe innovation measures affect the legislation in this field, and the futureof the legislative powers of the SEZs.
