Democracy has to be institutionalized and written into law',the Deng Xiaoping′s thought of extending democracy,which has been systematized by the third generation of the CPC collective leadership with Jiang Zemin at the core.First,clearly advancing the concept of the rule of law;second,making a systematic exposition of implication and significance of ruling the country by law;third,implementing the strategy of ruling the country by law,and improved hard socialist democracy.
