Network trustworthiness is a focus which has to be paid attention while the network is working in an open & virtual environment. Lack of network security guarantee is currently worried by the people around the world. This paper analyses about why IP network is not able to overcome its out of security control defect, explains corresponding measures, and introduces ICA evolution consequently.
