健全民主法制的当务之急是领导干部依法行政

Officials Exercising Powers Legally is Crucial for the Perfection of Democratic Registration

基于民主法制建设进行了十几年,在人们的认识和现实中仍存在民主与法制脱节现象,从认识和制度、领导和群众等方面分析了民主与法制脱节的原因关键为人的因素,即很多人,尤其是一些领导干部不了解民主法制的真正含义,在施政过程中未能坚持民主法制和依法行政,得出健全民主法制的当务之急是领导干部依法行政的结论;并就如何保证领导干部依法行政提出了见解。

Although Chinese democratic registration has been built up for more than a decade, there are still some disjoints between democracy and registration. From the aspects of peoples concept of the institution, the officials and the pass people, the paper analyses the causes of these disjoints and manages to find out a fact, that is, officials haven t grasped the essence of the democratic registration and failed in exercising their powers legally. Also this paper puts forward some corresponding solutions.
