高速公路未来收费权的价值评估对于湖南省高速公路实施滚动式发展是至关重要的一个环节。在长益及益常高速公路进行整合的过程中,对益常段高速公路未来收费权进行合理的价值评估不仅能保证国有资产的保值增值,而且对交通行业主管部门有效地引进外部资金及合理地选择高速公路运营单位的整合模式尤为关键。
It is important to assess the value of toll levy in the future in the development of freeways in Hunan Province. In the process of management unification of Chang-Yi and Yi-Chang Freeways, reasonable value evaluation of toll levy of Yi-Chang Freeway not only can assure the increase in state capital, but also is the key to attract external investments and to choose appropriate models of freeway management unification for the authorities.
