城市资源转化为资本的初步研究——兼对西安市土地资源转化的思考

Preliminary study of the transforming urban resources to capital——with a consideration of Xi'an soil resource transformation

城市资源转化为资本,是突破城市发展资金瓶颈限制的有效途径。在转化过程中,第一步进行产权分析,以确定哪些资源是政府可调控的;第二步进行可行性分析,从资源的经济、生态、文化价值等方面综合考虑,判断资源可否转化;第三步根据价值属性的不同,确定由不同的主体对资源进行运营;政府要最终担负起对资源转化带来收益进行合理分配的责任。从这个思路出发,本文探讨了西安市土地资源转化过程中应注意解决的问题。

Transforming urban resource to capital is an efficient way to break into choke of capital which has restricted urban development. In this processing, property right must be analyzed first to confirm which resources the government control, then the feasibility to judge is analysed if the resources can be transformed now. When analyzing the feasibility, the economic value, zoology value and culture value must be considered synthetically. Based on different values, different main parts will manage the transforming process. And the government should take on the duty to distribute the benefits from the resources. Based on this, the article discusses how to transform Xi'an soil resources to capital.
