基层公安机关经费保障问题刍议

A Brief Discussion on Funds Supply to Basic Public Security Organs

经费保障困难是当前困扰基层公安机关发展的一个比较严重的问题,原因是多方面的,现行的公安经费保障机制不合理;观念滞后,对公安经费保障重视不够;受市场经济的冲击,部分公安经费外流等是其主要原因。有鉴于此,改善基层公安机关经费保障的对策也要多管齐下,即建立规范有序的经费投入机制,建立及时到位的经费补助机制,实行严格科学的内部管理机制,健全有效的监督制约机制。

Presently,basic public security organs are faced with the serious pro blem of insufficient funds supply and main reasons for it can be concluded as fo llows:unreasonable funds supply mechanism,backward modes of thought,devoting les s attention to funs supply,being stricken by market economy and funds outflow.In view of the above-mentioned facts,we should take various countermeasures a-gai nst it,namely,to establish standard mechanisms of funds supply,subsidy,inside ma nagement and supervision.
