关于警察行为,警学界历来有不同的认识。明确这一概念的内涵,在执法实践中,对于正确区分警察职务行为与非职务行为有重要意义,同时也关系到个人责任与国家责任的合理划分。因此,必须从警察执法行为自身入手,探讨分析警察行为的性质和特征,从法律意义上对警察行为的概念有一个正确的理解。

T he police theoretical circle always has diverse views on the concept of police a ctivities.However,a clear definition of this concept is of great significance to distinguish official activities of policemen from non-official ones,personal du ties from state ones,hence it's necessary to make a probe into the nature and f eatures of police activities by studying their activities in enforcement of law, and cor-rectly understand this concept in law.
