摘要
我国地质灾害的发育已经影响了我国社会政治、经济的顺利发展,而我国现有的减轻地质灾害的措施存在许多问题,已不能满足现代的防灾、减灾需要.为此,我们设想了一种方案———建立减轻地质灾害系统工程.它的最大特点是建立一个系统化、法制化的管理体制.分析研究表明,该系统工程模式具有一定的合理性和可行性.
The present conditions that geological hazard develops in our country has affected the smooth development of the politics and economy. And, the existing measure of reducing geological hazard has many problems, which can not satisfied the need. In order to solve this contradiction, we have imagined a kind of scheme set up the systems engineering of reducing geological hazard. Its greatest feature is implementing systematized, legalized management. After investigating and studying, we think that this systems engineering mode has certain rationality and feasibility.
