摘要
保护自然资源,防止污染,在西部大开发中有着举足轻重的地位。环境保护的目标实现与否,直接关系到西部大开发的成功与否。为保障此目标的实现,有必要更新观念,加强西部大开发的环境法制建设。
It is very important to protect t he natural resources and provent the pollution in west exploitation. Th e achievement of the goal of protecting the enviroment has an imm ediate bearing on the successful development of the West Region. There fore, we must renew our ideas and strengthen the environmental legality in the course of development
