黑龙江省的防洪体系由工程体系和非工程体系组成。工程措施是防洪的主体。非工程措施与工程措施相互配合防洪作用更好。
Flood control system is composed of engineering measures and non_engineering measures. The project measures is the important part of flood control system.The non_engineering measures and engineering measures play an important role together.
