摘要
立法体系的不完善与执法力度的不足导致我国生态环境严重恶化。加强生态安全建设是全面实现小康社会的根本。在分析我国生态安全建设中所存在的立法和执法问题及其主要原因的基础上,探讨了在生态安全建设中建立良好的法律系统的途径与措施。
The abuse of legislation and weak enforcement led to deterioration of China's eco-environment. Strengthening the protection and construction for eco-environment is the base of Chinese development strategy. This article puts forward the appropriate ways and measures on constructing a Sound legal system through analyzing the problems and reasons in legislation and law enforcement.
