The exposition of income allotment in the 16 th Na tional Congress of the Communist Party of China shows a far-sighted approach and abundant intension,being full of new thinking,new idea,new judgment.Based on th e aspects such as the principle of allotting essential factors of production;the principle of having priority in efficiency,and giving consderation to the fair, the strategy of'Adjust higher income,enlarge the proportion of average income,a nd improve the income level of the lower income,this paper discusses the enrichm ent and development that the 16 th National Congress of the Communist Party of China brought to the income allotting theory of the primary stage of sociali sm.
