油气资源是需要的能源矿产和战略性资源,其供需形势和接替资源的发现与开发利用直接影响着国家经济安全和社会稳定,关系着可持续发展战略目标和全面小康社会目标的实现.党和国家领导人十分关心和重视油气资源的勘查开发工作,曾做过多次指示.

Oil & Gas resources, as important strategic energy resources, directly influence the economic security and society stable of the country, and are closely correlated with the strategic targets of sustainable development and well-off society in an all-round way. Since the founding of New China, a number of large-scale oil & gas fields have been found, satisfying the needs of energy for the national economic development at that time. But with the rapid development of economy, the supply of oil & gas is heavily insufficient and largely depends on the import. Mounting domestic demand, soaring imports and the rocketing prices of oil products force our governments and researchers to tackle the serious problem of energy shortage. On the base of the current supply-and-demond situation, and the prediction of supply-and-demand insufficiency of oil & gas in 2010,2020, a set of countermeasures should be taken. First, to enhance the research and exploration work in the east and the west, especially in the sea areas, trying to find more large oil fields; Second, to pay much attention and strengthen the research on the structure of international supply and demand, to participate the competition in the international market to occupy and make use of abroad resources by means of market; Third, to accelerate the start of another oil & gas resources evaluation, providing basic data for the formulation of a new oil & gas resources strategy.
