建构中国的发展型家庭政策 被引量:286

Formulating a Developmental Family Policy in China

摘要 1990年代以来 ,为应对经济全球化的挑战 ,西方福利国家在强调家庭责任的同时更重视对家庭的支持 ,从而在社会政策中注入了发展的成分。这一政策趋向给我们的启示是 :(1 )在经济全球化形势下 ,社会政策不只是社会稳定的工具 ,其更重要的作用是保证和提高国家的经济竞争能力 ;(2 )社会政策不能局限于缺陷修补 ,而要以支持和满足社会成员的发展需要为出发点 ;(3 )社会政策只有建立在家庭功能及其需要之上才能为社会成员提供有效的帮助。转型期的中国社会政策赋予了家庭重要的社会保护责任 ,但对家庭的支持却非常有限 ,这是需要我们检讨的。 Social policies aiming to support families have gained wide attention in many Western welfare countries since the 1990s. New emphasis has been placed on how families can be supported to better perform their responsibilities, as a response in part to social and economic changes and globalization. The lessons we should take from this trend are: 1. Social policy is not merely a mechanism for social stability. It may also play a role in keeping and improving economic competitiveness of a country particularly in the context of globalization.2. China's social policy should not be limited to a residual role, as is the current case. It should be aimed to support and satisfy the developmental needs of the members in the society.3. Effective social policy has to be based on the function and needs of families. It is crucial for the social policy to provide the needed support.In the transition from a central planned to a market economy, China's social policy has placed heavy emphasis on the role of the family in providing social protection. However, families in China are facing many challenges in adjusting to social changes, and there is the need for policy initiatives to support them to fulfill this role.
